Zephyron 1ad69f3545 Update submodules: SDL, vcpkg, and Vulkan-Headers ...

- Update SDL to fix pipewire-related compile error
  - Removes need to hardcode -DSDL_PIPEWIRE=OFF in toolchain
- Update vcpkg to latest version
- Update Vulkan-Headers to latest version
